Schedule of Supplementary Conditions for Markets

Condition relating to the premises

1. The licensee must ensure that the boundary of the licensed premises is capable of preventing the escape of animal waste products.

Conditions relating to the operation of the premises

2. The licensee must ensure that:

(a) no gathering of non-susceptible animals and no gathering of people not connected with the licensed activity take place on the premises at any time it is operating as a licensed premises under the Order.

(b) records kept under condition 4(b) of the AGO 2 licence issued under Article 5 of the Animal Gatherings (England) Order 2006 are:

(a) such as to allow individual animals to be traced (whether by individual identification or by batch identification) to the premises of destination and back to the premises of origin,

(b) include the vehicle registration number of all livestock vehicles entering and leaving the licensed premises, and

(c) immediately available at the licensed premises.

(c). every animal is inspected by a MRCVS for clinical signs of a notifiable disease immediately after unloading.

(d) if on inspection by the veterinary surgeon or at any other time an animal is suspected of having a notifiable disease, the contingency plan for the premises is put into operation immediately and, in particular, the animal is directed to a place where it can be isolated from other animals and the public and the Divisional Veterinary Manager is informed.

(e) any sheep on the licensed premises showing any signs of lameness are immediately moved to an isolation pen and examined by a MRCVS for signs of foot-and-mouth disease.

(f) no animal enters the premises before midnight on the day before a gathering and all stock have left the premises by midnight on the day of the gathering.

(g) the number of animals allowed onto the premises for any gathering are controlled so that the condition at (f) above can be met.

(h) any person entering an animal area during a gathering (including livestock vehicle drivers):

(a) wears outer clothing that can be cleansed and disinfected and which is cleansed and disinfected immediately each time the person leaves the animal area, or

(b) wears protective clothing that is removed immediately each time the person leaves the animal area, has no contact with a susceptible animal and is laundered before it is used again, or

(c) wears disposable protective clothing which must be disposed of immediately each time the person leaves the animal area such it has no contact with a susceptible animal.

(d) washes his hands each time the person leaves the animal area

(i) any person who enters an animal area during a gathering (including livestock vehicle drivers) wears boots that can be cleansed and disinfected and are cleansed and disinfected each time the person leaves the animal area.

  • the facilities for cleansing and disinfection on the premises are cleansed and disinfected after the last livestock vehicle has left the premises following a gathering and before any other livestock vehicle enters the premises.

(k) Solid waste or manure must be treated with an appropriate product and disposed of under the conditions of the premises current Standard Operating Procedure.

3. The start and end time specified in condition (f) above for a gathering may be varied provided that:

(i) the DVM and local authority are notified at least 24 hours in advance of the time the first animal will enter the licensed premises for the gathering, and

(ii) the total time that any animal is present on the licensed premises for the gathering is no more than 24 hours.

PLEASE, PLEASE, PLEASE, DO NOT BRING ANY LAME SHEEP INTO THE MARKET

Hopefully these additional controls are only temporary and will be lifted as we move into September

NB - Movement back to the farm from a livestock market will now trigger a twenty day standstill - this standstill arrangement is constantly under review and hopefully the return to the
six day standstill will be sooner rather than later.
While all these controls are in force please act in a responsible way and help us to operate in an efficient manner as possible.
Max. Penalty for breaking the rules £5,000 fine or six months in prison !!
